Flemish school, late 18th - early 18th century.
This type of representation had a great diffusion between the seventeenth and nineteenth centuries, especially in the Flemish area, but also in the rest of Europe. It is likely that the painting was made in Italy, given the type of houses in the background. Many Flemish painters stopped in Italy, influencing various Italian painters.
Peter Muler called Capitan Tempesta and the title of the work is written on the back of the painting. The writing is recent and engraved with marker. The work was purchased by the previous owner many years ago during an unspecified antiques auction.
As for writing, I believe that the author is not the one reported in the writing but rather the style of the aforementioned painter. As mentioned above, they were very popular depictions at the time, made by various painters.
The painting has been clean and does not present particular pictorial restorations, presents an old lining.
